PWHT of fillet welds as per ASME Sec VIII Div 1

Greetings Experts,

I would like to know about PWHT requirement of fillet welds in pressure vessel as per ASME Sec VIII Division 1. Following is the scenario:
Base metal- SA516 Gr 70
Thickness 40 mm
Want to weld 3 attachments of 12 mm/ 20mm/ 39 mm thickness.
Service is not lethal
Now can you reference me the sections of the mentioned code regarding the PWHT requirement of these attachment welds?
