PWHT in AWS1.1

Hi,

We are welding a structure with AWS 1.1, where there are 40mm pad eyes which are CJP with double V-joint. Thickness of other parts are between 6 to 20 mm. As per contract with client PWHT has to be done on whole structure. As per AWS 1.1 for 40mm thickness the holding time is 100 minutes, which is too long for other thickness on the structure and there could be distortion in structure due to long holding. The padeyes are V-type joints where 20mm weld is deposited on either side. Can I consider 20mm as thickness for PWHT?
 
Perform local PWHT. You can be assured that distortion will occur if you PWHT the entire structure in a furnace.
 
CJP at 40mm = 40mm. Period.
Using the "it's two sides, at 20mm per" argument, you could continue this line of reasoning to trying to just use each weld pass as an individual thickness. Doesn't work that way.
