Punching shear in footing

Is there a ref. for excluding stress under footing from column reaction when computing actual punching shear stress ???

Prokon do that
ASDIP do not do that

I need a reference for that exclude.

Here are two examples. I have mixed feelings about the exclusion practice. In cohesive soil, it may underestimate the demand imposed on a brittle resistance mechanism.
