Create a Face.
Start a new sketch on the face and delete any auto-projected geometry.
Place a sketch point for locating the punch tool.
Continue creating features as needed.
Publish iFeature (as Punch).
Post your file here when you get stuck.

made for Inventor 2008 but the basics are still the same.. In fact the whole process is probably still the same.
Just make sure you only have 1 center point..
