Pumped Coil or Integral Face & Bypass Damper??

Wondering if some folks in the northern climates can comment on which method you prefer for hot water preheat coil freeze protection. Thx.
 
For 100% outside air systems use glycol-water mixture as the heating medium with face and by pass dampers for temperature control.
 
If the mixed air temperature isn't too cold, (20°F or so) a pumped coil will work well.
The glycol or pumped coil decision may depend on the location of the installation. If something goes awry with the pump, how long will it take for the maintenance guys to get there? Will you have a safety shut down to prevent the coil from bursting?
