How do I calculate the diameter of a pulley for a given tension in a cable? My force is 20 kips.

Refer to ASME BTH-1-2005 (Design of Below-the-Hook Lifting Devices)

Your force should dictate rope size, then rope size dictates sheave size.
 
the pulley is just changing the direction of the cable. is going to be fixed t0 the floor.
 
Cable life would probably be your biggest concern. You would want a pulley diameter equal to so many times the cable diameter. It depends on the cable type (how it's wound and its material). Values of D/d of 30-80 are generally recommended. Your cable supplier might be able to help you pin it down.
 
Pulley (sheave) size or diameter will be highly dependant on the wire rope size and type. The ratio of sheave to rope diameters can range from 15 to 30.
I would suggest that you get reference material such as Mark or Kent ME Hanbooks and Shapiro's Cranes and Derricks.
