PSV Set Pressure BPVC VIII

A customer asked me to stamp the PSV nameplate at 1000 psig , but set the valve at 1030 psig . The PSV should be stamped UV . Does BPVC VIII allow such practice ? The customer points that the code allows 3% tolerance on set pressure , so he demands setting the valve at upper limit . In our experience we've never seen a valve opening exactly at Set point although we bench set at nameplate Set pressure. In this case if we stamp the nameplate at 1000 psi and set the valve at 1030 psi , doesn't the valve fail at 1031 psi?
 
This sounds like a misinterpretation. The 3% is to allow for variations around the set pressure, not the set pressure itself.

Hence at 1030 it could actually not lift until 1060.

Very few valves can be that precise, but you do your best, not skew the process one way.
