PSV relief case

Can someone tell me, is a flowing liquid in a closed system considered trapped? I am looking at a closed hot water circulation system and an abnormal heat input case (boilers on full)but not sure whether I have a case or not.

Any help appreciated

I think you've answered your own question - a closed system is a closed system regardless of any "internal" flow. You most definetely have a case / requirement for Presusre relief systems
