PSV on Plate & Frame Heat Exchanger

I am trying to determine relief requirements on a plate & frame exchanger involving hot blowdown water and cold feed water.

Blowdown water: 250F cooled to 86F 24.5 GPM
Feed water: 86F heated to 93.8F 450 GPM

The exchanger is rated for 150 #.

The exchanger can be valve blocked in.

Questions:
Do I need a relief valve on both sides? (I'm guessing yes since both sides can be blocked in)
What special considerations do I need to think about since this is a plate and frame. (I've dealt with a shell and tube before, so how does this compare as far as calculations go)

Any guidance would be much appreciated. Thank you!
