PSV for caustic application

Greetings!

I am attempting to find an appropriate means to accommodate PSV relief of a caustic stream (in part steam) from the shell side of a heat exchanger for a fire case (>350 psig). I can't vent to atmosphere or hot tap into the flare header. I explored several prospects with upstream and downstream neighboring vessels, but the principle issues arising include incompatible operating parameters leading to continuous nuisance relief, and/or lack of needed vapor space (I can't relieve into liquid). Can anyone kindly offer comments or suggestions? Thanks much.
 
If you can't work with the existing equipment, then you need to either upgrade the existing equipment or install additional new equipment. Simple as that.
