PSV calibration procedure

During the calibration of the PSV on test bench, does the PSV need to "pop" at the set pressure or "simmer" is sufficient?
 
I would think that you need to calibrate pressure setting at the specified flow rate. A valve that just bearly opens at set pressure when it should be relieving 1 MMCFM isn't much use.

Have a look or ask the question in the safety relief valve engineering forum (part of chemical engineering).

On a test bench you have pressure but no flow.

You have three pressure values. Cracking(when it begins to open), full flow(when passing rated flow), and reset(when it reseats).
