is some one can provide rules for sizing transformer HV protection breaker sizing, I get some basic details through the following link

A good starting point is 125% of the maximum rating of the transformer. If this is a utility substation transformer with temperature monitoring, they often go higher. It will also depend on the type of tranformer and the type of primary protection. Most MV fuse manufacturers publish tables of recommended fuse sizes for different transformer sizes. And any applicable local codes, of course.
