I need to protect a target pcb from damage from voltage/current spikes coming from a testing unit. Any ideas of how I would go about this?

You need a new tester, period.
Trying to insulate your device from your tester's potential to damage is simply a poor allocation of resources, in addition to potentially obscuring the actual performance of your system under test.
