What is the proper coating that I can use for carbon steel drum contain water and the pH range (3.5 to 7) as this drum is corroded severely in these conditions? noting that the water is added to water before it enters the drum since this drum is part of dissolved air floatation systems water treatment
 
You can go to a properly applied high build epoxy coating; this will provide some resistance. Check with the coating supplier for resistance against acid. This is temporary. Best solution is to change the container to a different material.
