I am looking for a site where Standard Operating Procedures are detailed for loading and unloading propane between transport truck and containers, containers and bobtails, containers and cylinders, bobtails and commercial/residentail containers.

I would start with NFPA 58, Liquefied Petroleum Gas Code.
