I am currently writing a dissertation on the barriers to the use of Project Management systems in construction at the University of Greenwich.

I am looking for views of various people in the industry. What are the major barriers to implementing these project management systems and Information Technology as a whole ?

Fragmentation of the construction industry ? Lack of Education of Directors, management, or those responsible for change ? Fear of risks and costs ?
