Can anyone help me find software that is simple but effective for relatively small less then six month projects involving different departments and a few vendors? Thanks!

You might want to look at Open Workbench. It's open source, so it's easily modified, plus it's free! It seems to have most of the functionality of MS Project, but I haven't really been able to put it through its paces yet.

A couple of years ago, someone actually paid me to try realistic test cases on all the project management demos I could snag, and whatever I could buy on a limited budget.

Things might possibly have changed, but as of then, MS Project was better, >>>by orders of magnitude<<<, than anything else in the price range of $0 .. $20,000. Including especially all the stuff that was cheaper, which was uniformly awful.

I do not recall evaluating Mr. Hemmerling's stuff, or Open Workbench.

We use MS-Project. It does alot of things you'll likely never use but it certainly does everything you will use.
