SAG10® software is a Windows-based program recognized as the industry standard for calculating sag and tension for most conductors.

if you are going to use it for substation only, EDSA has a module called "sag and tension". If you want to do it manually, try RUS bulletin 1724E-300 (chapter 4, page 176). free on internet.
