Profile Question based on BASIC and non-basic dimension

Hi again,

i have a general question related a profile of surface callout on a blueprint that changes the boxed dimension depending on the part.

On the pdf there are 3 colored boxes, the top one is the BASIC dimension, followed by a regular toleranced dimension (+/-.010) & the bottom profile surface to Datum E/G-H callout. This callout points to 4 x .680 radius' that are machined into the part.

The question i have deals with the BASIC dimension labeled as A with callout of 2.680. From the perspective of attached pdf, this basic dimension only affects the two right hand .680 radius'. But what about the two left hand radius'???
i see the 4 x R.680 plus the profile of surface, but there is the open tolerance of .050 distance between the center points of the radius'.

Can someone shed some light for me here? What is being conveyed here? The right hand locations of the radius need to be 2.680 to meet the profile of the surface but the left hand side can be off by +/-.010?

The dimensioning and tolerancing scheme on the drawing looks pretty messy. In my opinion that makes any attempts of understanding the geometric requirements quite questionable.
 
pmarc is right. Three people will interpret this print three different ways so none of us will be wrong or right about our opinion on it. You would just have to choose which one you liked better.
