Is there way of pre-forming screw and washer sets fast via a mechanical or electrical device. I work in production assembly assembling up to a 100 products by hand and have to sit there getting screw and washer sets ready.

Sure.. a couple vibratory bowls,etc... would be fairly common..
and if you do a few million you might see an ROI..

Can you purchase the screws with captive washers already?
Typically you can find machine screws with captive star lock, split lock, spring tension options and even flat+lock captivated on a screw.

Of course you could also bowl/blow feed the screws so the assembler is only dropping the washer down and the screw is already presented to the tip of the fastening tool so they don't have to handle that..
