This laregely depends on the product, but most times it consists of observing the manufacturing process of the product, with attention paid to construction techniques and order of construction.
Often times in order to retain a UL certification, the certified product must be assembled in the same exact manner as the sample observed, or the certification risks becoming void.
I suppose the grand motivation of it all is simply to observe and control any variation that may compromise the initial certification.
