problems with lime stabalized soil

we are having a problem on our lime stabalized soil we did all of our calculations several times to find out how much lime we would need for area but when we ran the ph test to check for lime concentration it came back as half of what the calculations should be I just have no idea what might have gone wrong if you could please help me i would greatly appreciate it
 
By what means have you calculated the amount of lime require?. Did you undertake the Initial Consumption of Lime test, and if so what was the result?
Have you used the same source of lime on site as you did in the lab tests?
Are there organics in the soils?
Has the moisture content varied since the mix design trials?
Have you used any other tests to assess the impact of adding lime, such as variation in the PL/LL of the treated material?
 
which kind of lime are you using?
