All I want to do is revolve the circle 360 degress around so it looks like a 3.5" pipe going around in a full circle, but the "Revolved Boss/Base" and "Swept Boss/Base" commands are greyed out. What am i doing wrong?

Is this an assembly? You can't create bosses in an assembly. You could create a boss in a part in-context.

Also, there is no centerline for your revolve.

No its not an assembly...

And do I need a centerline? I just want it in a full 360 degrees.

cp3,

You need a centerline because otherwise Solidworks has no idea what your axis of revolution is.

You really need to work through the tutorials - the couple of questions you've asked here are very basic. I don't say this to be harsh. When it's this apparent that you haven't taken the time to learn a few basics on your own the experienced people who frequent this site won't take time out of their busy schedules to respond. If they do, the answers may prove less than helpful...

The temporary axis of the larger tube will be OK for the axis of revolution. Temp axes can be turned on via the View menu.

If it is a part, the commands should be greyed out.

Can you post a complete screen shot showing all menus, etc ... or the part file itself.

<sigh> That should have been "If it is a part, the commands should NOT be greyed out."
