Pro/ENGINEER Translator

Does anyone know the reason a ver 7.x C3P license wouldn't have the Pro/E Translator Feature but anything above 8.x C3P of the same license would? Is it because at ver 8.x they combined Artisan w/ Master Series?

Thanks in advance for the info.
