Pro/Engineer Newbie question

I can Only Determine its distance from the x-axis below it,
but i can't give it a specific length.

I gave it a 120 Angle, how can i give it a specific length
( the line isn't vertical or horizontal)
and how can i know its current length?

Pick the dimension tool on the right hand side, pick the angled line with the LMB and place the dim with the MMB. If the 163.88 dimension is week it will go away. If it is strong you will get a dialog box asking what you want to do to resolve the overconstrained condition.
 
Note that will be occasions when a strong dimension may not be proffered for deletion. You will need to inspect the scheme and delete manually.
