Primavera P6 Professional 22 - Global change Act % vs Baseline Act %

I use Primavera P6 at work and I'm trying to create Global Changes to reduce the unproductive tasks.

I have been trying to create a Global Change that compares the Act % to Baseline Act % and assumes the highest value in the Act %, but without success.

I was thinking to write down all the steps that I tried, but in the end it will be a very long and confuse post...

Any suggestions and/or tips are welcome.
