Is it permissible for nozzle reinforcing pads to overlap?

When you say overlap do you mean an overlap of the area required for reinforcement or an actual overlap of the pads themselves?

would this mean two nozzles on one pad ?

i guess it would depend on the spacing between the nozzles, maybe they can be a little closer together than if there were two pads side-by-side ...

See UG-42, "Reinforcement of Multiple Openings".

In addition to reinforcing considerations, weld distortion may make it prudent to use a single repad on two nozzles rather than two separate reinforcements.
