Pressure Guages at Suction

In closed loop chilled water pump system, my discharge side pressure gauge shows 30m (3kg/cm2) and suction side pressure gauge shows 5m (0.5 kg/cm2). To calculate the power of my pump which is 70% efficient, head should be consider only for discharge i.e. 30m OR should I consider 35m (30m discharge + 5m suction) OR 25m (30m-5m)?

It's differential head that the pump is supplying to the system so in your case here it is 25m.

Agreed, diff head would be 25m if both suction and discharge PG readings are in kg/cm2 guage.
