Does anybody currently use or know of a good company that builds prefabricated sewer systems that are large enough to serve a multi-unit complex in a rural environment?
 
If you mean a packaged wastewater treatment system, you could contact Chief Industries in Grand Island, Nebraska. They make the Ecolo-Wastewater Treatment System that is designed for small cities and villages including subdivisions. Their system is pre-fabricated, takes up much less space than a lagoon system and is designed to be installed by a local contractor. There are a large number of package treatment plant manufacturers in North America that could provide systems for your applications. Modular (containerized) systems typically have treatment capacities of up to 100 m3/d.
