Does anyone have a copy of this paper.

No I do not have that paper but do know that you can use a multitude of methods. Below is a image from "Accuracy of determining pre-consolidation pressure from laboratory tests" Umar 2017

Intersting Carl B, I think most oedometers we use are Incremental Loading, and p'c is assessed based on the casagrande method. Burland 1990 seems the best based on the above, I have never seen it used in practice. interested to hear your experience.
 
There is a method of plotting log e vs log p' . . . then the intersection of the two lines is the preconsolidation pressure - there is a paper that I have somewhere but you should be able to find on the net.
