precision torque tester?

Hello!
We are looking to add a precision torque tester to our lab. No one, including myself, has any experience with these type of testing systems. We need low-ish torque (lets say 10oz.in), would prefer up to 60rpm, but can settle for less.

Anyone with experience with this type of equipment, can you make a recommendation of brand (model name for bonus points!)? so Far, I have talked with Mecmesin, Vibrac and Checkline.com.

Also, any hicups that we may see in our learning curve would be very helpful. We are addicted to our (linear) UTS system however, and I am assuming similar operation and technique.
