From where did the'faceted' body come from? If it's a JT model then if it was properly defined, it will contain an exact b-rep record which can be extracted by NX. However, if it's a simple non-JT faceted body you'll have to use some other sort of scheme to convert it into an exact model or at least extract curves from the model which could be used as your 'outline'.

While this is intended to convert a Faceted Body into a Sheet Body, once you've accomplished that you can then extract the Sheet Body edges.
Note that for NX 9.0 we've enhanced the 'Rough Offset' function to support using a Faceted Body as a target body which will make the creation of a surface from a faceted body a very simple one-step operation.
