Regarding to ... The point is there are plenty of the documents, and due to I do not practice within, I don't know where exacly I could find the information related to construction to protection againt hit balistic / flying debris etc.

Just looked at wbldg.org; I about puked. I could find many, many specs on how to incorporate LEED and other Green initiatives. Couldn't find a d&mn thing about Force Protection, blast effects, barriers, or anything else that would keep anybody alive and uninjured. But they'd be mained/killed in a Green building.

Thank You, IRstuff for some recommended (found) documents. Information from them are helpful for me, but we will see if they will be sufficient in the point of Client's view.

There is a specific grade of concrete that was developed by the Army for energy absorption (blast protection).
But I can't recall what they call it.....

Try to google this "concrete blast protection"
