Precast Columns on a steel baseplate

Doing some precast columns (not part of lateral system) and they will be on steel baseplates. Would you match the anchorage of the baseplate and develop with the steel in the column, or just provide anchorage for construction loads and shear required?
 
You did not mention if the base plate is larger than column or not..

You need to consider structural integrity.

These baseplates are outside the columns. The columns are not cantilevered

JohnRwals, what type of load would be used? If my column had 10-#6 bars, what would be a good anchorage for the integrity? 5? 3? all 10?
