Therein lies a multitude of sins....
Before you do any of that you need to work out your own definition of these two items and when does one change to another.
In general pre commissioning relates to energisation and testing of components which are not functioning in an operating condition. So any temperature sensors, dampers, lights, controls etc are tested to make sure they are all connected and responding to different inputs, but only when you can do so without needing air flow or coolant / refrigerant.
now whether first fill of said fluids is pre or actual commissioning tends to vary a bit, but I would call it actual commissioning.
Then you fill it with fluids, turn on the motors and do all your tests etc.
But you can set the break point where you like.....
