I ahve a PQR for weld P8 to P9B using 309 Consumables.

Does this PQR qualify welding P9B to P9B using 309 consumables.

What if I buttered the P9B weld bevel with 309 using the P8 to P9B procedure and the welded the buttered joint with a qualified P8 to P8 procedure?!
