how can we assign post yield stiffness ratio in flexural hinges of beam in sap model?
 
Never done that, but it seems that for hinges on beams one can use/SAP2000 uses tables from say FEMA365 (use axial force vs disp. curves or moment vs rot. curves). See this video for details: Link

I found also this document that explains how these curves are defined by SAP. Search for this on the internet: Test Applications of Advanced Seismic Assessment Guidelines

You can probably define your own curves also.

The post yield stiffness ratio I only found info for rubber isolators :) (so not for beams)
