Post-Installed CMU Anchors

I'm working on a project where we have some embed plates in a masonry wall used to tie back a 7.5 ton class C crane. The contractor did not install the embeds. I know there are some options for post-installed CMU anchors, but to my knowledge none of these are approved for use in cracked masonry. As these tiebacks are 2/3 of the way up a slender CMU flexural wall, I don't think it's unreasonable to assume cracked masonry at the anchors. Any ideas for a fix?

I don't desire to get into the wisdom/lack thereof of bracing a crane runway to a slender CMU wall rather than a stiffer element like a pilaster - not my design, but mine to fix.

As the wall has already designed for that load, I think coupled with through bolt and end plate might work.
 
retired13: I thought of that too, but this wall has an exterior CMU veneer that is already installed. I suppose I could ask them to remove a pocket of the veneer for accesss.
 
What is your corbel made of...concrete? Is there anyway to take advantage of that or the roof structure.
 
Is the CMU grout solid, if not, is that possible to grout it?
