Portable firewater pump not priming

Are there any operating/testing procedures out there for transportable draft pumps?

The reason I ask is we are having problems pulling prime. Could be a vapor lock or leaks.

What is the question, are you discussing water pumps or beer pumps (draft beer)and how is the initial priming done?
