Polymer with High dielectric constant that is adhesive and biocompatible

Please recommend me some polymeric products that have these properties:
1.High dielectric constant
2.Adhesive
3.Biocompatible
4.Clear
5.In spray format

number 4 and 5 are not necessary but I prefer it that way.

Recommended for you

Water has a particularly high dielectric constant so water based adhesive that retains some water might meet your needs. These include gelatin, starch, and silicates.
 
How high is high? For moderate values like 6, you could use polyurethane or Kynar, both are flexible and can have adhesive applied to them, but polyurethane can be foamed on.
