First off, what version of NX are you using (this is not really an issue here, just that it's a good habit to get into indicating what version of NX you are using when asking questions about specific functionality)?
As for your question, yes it can be done, just exactly as you're currently doing it on a Drawing, just that after you've defined you PMI, even if you're never going to create a Drawing, you will still need to switch to the Drafting module (just don't create a Drawing sheet) t4mporarily. Now while in Drafting you will have access to the same 'Suppress Drafting Object...' function in the same place, just that now you can select PMI objects instead of Dimensions on a Drawing. Once you've got things set up as needed, you can switch back to Modeling and continue to work.
Now if you'd like, you could contact GTAC and suggest to them that perhaps the 'Suppress Drafting Object...' function should be available along with the rest of the PMI functions while still in Modeling, but of course, it would be best if it were renamed 'Suppress PMI Object...' even if the actual functionality was unchanged. Anyway, GTAC will probably open an IR for you which will be converted to an ER, but that's the best way to get development to consider adding this PMI-specific 'Suppress' function to NX.
