Plumb deviation for a 50m steel chimney

What is the acceptable out of plumb deviation for a 50 meter steel chimney? At the moment the chimney that was erected is already at 27 meters and 5 inches out of plumb.
 
The last stucture like this that I was involved with had a max of 4" overall out of plumbness required. See Asme STS-1 code for Stacks.
