plastic shrink wrap

Shrink wrap plastics for covering scaffolding etc. are shrunk by using a heat gun.
Are there any readily available chemicals which will have the same effect as heating?

For shrink wrap, the heating medium may be hot air, radiant heat, hot water or steam.
