I am designing a plastic cover with a latch and plastic hinge. Is there any online documentation or share ware describing design concepts for snap fits and plastic hinges?

If you get the CD ROM from Bayer Plastics, it contains a lot of very comprehensive design documents in PDF format, one of which covers the design of latches in plastic.
 
I designed a similar part a couple years ago. Polypropylene is your best material for a living hinge, although I have heard of people using polyethylene and nylon.

Try GE plastics. You will need to register and get a password.
