Does anyone know of a standard (MIL SPEC, ASME, SAE,etc.) for labels? I am trying to spec an 8 x 10 diagram of an electrical connector hookup and I don't think "adhesive-backed silver milar" covers all the possibilities. I need things like adhesive creep, film thickness, UV tolerance, dimensional stability, abrasion resistance, etc.

 
9mm Scotchcal. Average printing companies have it, they can print in colour, it lasts, you can print on it afterward, and you can get the adhesive off with a bit of MEK.

For higher durability, you could look at laser etching stainless steel sheets.

Would MIL-STD-130L, Identification Marking of US Military Property help? This has numerous references to applicable standards.
