Does it state anywhere in code that 2 Gauges are required for hydro, or that one is for high point and one is for low point? Also the gauge range specifically for B31.3 or Asme Section 8? I'm looking but can't seem to find that Gauges are even required at all as per code for hydro's which doesn't make sense to me.

I used the NBIC as reference when I inspected boilers undergoing hydro testing and there were no requirement for two gauges but perhaps the NBIC gas changed in its requirement so get a new copy to verify. Use the NBIC for reference and not ASME code VIII.

I think the codes assume that those using them have some level of common sense.
It is clearly impossible to undertake a hydrotest without a pressure guage.
How many and what range is usually the remit of specific company hydrotest procedures, not design codes and standards.
There are too many options for the code to cover so it leaves those sorts of decisions to the users.
Remember - More details = better answers
Also: If you get a response it's polite to respond to it.

Codes / Standards give minimum requirements.
As LI stated how are you going to hydrotest without a gauge ?
If you are the Contractor then you must follow the project specifications that are supplied by the Owner/Client.
If nothing noted then you must have 1 x gauge minimum.
If you are the Owner/Client it is your responsibility to nominate (via the project specifications) how many gauges required and where they are located.
The B31.3 committee is currently reviewing a proposal regarding gauges on a hydrotest - size, location, amount etc
