8" CS pipes of Schedule 40 are required for road crossings to drain rain water and firewater. These pipes are to be encased with 12" CS Schedule 40 casing
pipes and coated in accordance with System EP1 when it is crossing the road , In my project was this is our requirement .the contractor send us TQ say
Due to the unavailability of these components in the local market, The contractor suggests replacing the CS pipes and their casing with uPVC Class 4 – 10 Bar pipes, These pipes will be encased in reinforced concrete to provide the necessary protection and structural integrity for the proposed main pipe.

what your opinion in this case?

- I understand the 12" CS Schedule 40 is sleeve pipe rather than encasement.
- I would accept the proposed concrete protection of PVC sleeve pipe but with a minimum cage reinf. ( this could be subject of negative change order and should be agreed with both parties)
- The use of CS pipe to drain rain water and firewater is a question.( I would prefer corrosion resistant pipe e.g. cast iron, PVC etc))
 
Well with 200mm concrete and that sort of cover I think it's acceptable.

Just make sure the ground underneath is very well compacted or prepared.
