Does pipe's diameter is essential variable for procedure qualifications per ASME IX?

No, not for procedure qualification.

That is correct. The only limitation is performance qualification (not procedure). See QW-302.

According ASME IX, if your welding procedure has been qualified to plate it's qualified to pipe as well.
