Pipeline PWHT

I Have to weld two pipelines of 7km length according to API 1104 that designed to transport gas from well to the plant

Design Code is ASME B31.8
Material API X60 12" X 34mm
Material API X60 6" X 21.6 mm
Design Temperature -5/100 C

Which line to be PWHT
 
ASME B31.8 requires PWHT for carbon steels when the thickness is greater than 1-1/4 inches (825.2)or if the carbon content exceeds 0.32% or carbon equivalent (CE) is greater than 0.65% (825.1).

Another issue :
Mechanical tests for PQR for the above pipelines will be according to ASME IX or API 1104
 
API 1104 is for pipelines.
