A shear lug is a small piece of metal fillet welded to a vertical pipe to transmit forces to a riser clamp.
If you just google "Shear Lug Pipe Support", you'll see plenty of examples

Can also be a vertical stub of metal welded to the underside of a pipe support, extending into a recess in a concrete foundation to transmit lateral forces to the foundation that anchor bolt shear is unsuited for. It may or may not have an air gap to the concrete to allow some movement.
